Cross-border management of copyright in the field of legal digital music services has encountered significant changes over the recent years. Actions of the European Commission have allowed to overcome the system traditionally put in place by collecting societies, namely the provision of territorially limited licences for the on-line exploitation of music.
Has the Commission achieved to introduce 'multi-territorial licensing in order to enhance greater legal certainty to commercial users in relation to their activity and to foster the development of legitimate online services, increasing, in turn, the revenue stream for right-holders?. A panel of representatives of EU institutions, academics and stakeholders, will try to answer this question.
