The European Commission is tabling a public consultation to examine the opportunities and challenges on a European market for digital creative content, such as books, music, film and videogames. The discussion paper will contribute to the Commission’s examination of a single European market for creative online content.
Opportunities identified in studies by the Commission include a quadrupling of retail revenues if public authorities and the sector take clear steps and provide consumers with easy access.
On the other hand, territorial and regulatory obstacles still remain and are a challenge. A separate study on trans-border e-commerce in the EU shows that 60% of trans-border orders are rejected. The study concluded that in such cases either the merchant could not issue products to the consumers’ country or it could not provide adequate means for cross-border payments.
The public consultation is open to stakeholders’ input. Deadline for comments ends 5th January 2010.
